The 91st Session of the International Labor Conference adopted the Seafarers’ Identity Documents Convention (Revised) (ILO-185). ILO-185 will enhance maritime security by setting international standards for a seafarer identification documents that will provide reliable, positively verifiable and internationally acceptable identification. ILO-185 also provides for Member countries to accept the international seafarers’ identification document as a substitute for a visa for the purposes of shore leave. Internationally recognized seafarers’ identification cards offer the best possible compromise between legitimate port security requirements and the need for crews to attend to their physical, emotional, and spiritual needs on shore leave – provided that a majority of nations accept the seafarers’ identification card as the basis for waiving crew visas for shore leave.
During the 9th ICMA World Conference, it was recommended to all ICMA members to ask their country's government to ratify and implement ILO-185, and to encourage worldwide ratification.
The "Comité de Solidaridad con la Gente de Mar del puerto de Barcelona" (welfare committee)from which AOS Barcelona is founding member, sent last week a letter to the Govern of Spain asking for the ratification of ILO 185. Until now, only France, Jordania and Nigeria have ratificated it. It should be emphasized that ID cards will reconcile the protection interests of ISPS Code with the right to shore leave.
