ICMA REPORT FORM for INTERNATIONAL SHIP AND PORT FACILITLY SECURITY CODE INCIDENTS
On June 7, 2004, the IMO adopted an informational circular (MSC/Circular 1112) that provided guidance to countries on shore leave and access to ships under the International Ship and Port Security Code.
The guidance included the following points:
There must be a proper balance between the needs of security and the protection of seafarer’s human rights;
Ships’ crews need shore leave and access to shore-based welfare facilities and medical care;
Port facility security plans that are required by the ISPS Code must contain procedures for facilitating shore leave, crew changes and access for visitors including representatives of seafarers’ welfare and labor organizations;
Port facility operators should ensure co-ordination of shore leave for ship personnel or crew change-out, as well as access through the port facility for visitors to the ship;
The International Maritime Organization has asked the International Christian Maritime Organization to report to the IMO any instances where seafarers have been adversely impacted by the implementation of the International Ship and Port Facility Security Code.

Seafarers’ access to shore leave improves despite stringent July 1 security laws.
